Early Care and Education (ECE)

Early Care and Education (ECE) providers and staff are in a special position to empower young children to learn habits that can keep them healthy for life.  The Arizona Department of Health Services (ADHS) developed the Empower Program in 2010 as a voluntary program to support licensed or certified child care facilities or homes efforts to empower young children to grow up healthy.

Empower Program

The Empower Program is an opportunity for child care providers and staff to promote health, nutrition and wellness throughout their day. The program empowers children to make good choices about nutrition, physical activity, sun safety, oral health, and tobacco using age-appropriate standards and activities.  In addition to reduced licensing fees, participating child care facilities, or Empower Centers, receive an Empower Pack. The guidelines and tools included in this Empower Pack can be easily incorporated into the everyday routine of child care to instill healthy life choices.

The newest version of the Empower Guidebook (3rd edition) and updated website also includes information on:

  • Children with Special Health Care Needs and Disabilities
  • Multi-age Groups
  • Home and Center-based Settings
  • Language and Cultural Considerations
  • Family Engagement

Participating child care providers receive:

  1. Reduced licensing fees of 50%
  2. A state-issued Empower Center designation
  3. An Empower Pack

For more information on Empower Pack registration, call Child Care Licensing at 1-602-364-2539 Monday through Friday from 8:00 am to 5:00 pm or on weekends and evenings, call 1-602-364-3934 to leave a message; your call will be returned during regular business hours.
